Gujarat Chief Minister Bhupendra Patel invited BlackRock to expand its services in GIFT City and offered state government support during a meeting with the company’s chief operating officer, Robert Goldstein, in Gandhinagar on 13 October 2026, according to the Chief Minister’s Office. The office described the engagement as a courtesy meeting following Patel’s investment outreach in the United States. [1]
Patel told Goldstein that he expected BlackRock’s presence to help GIFT City attract investment into Indian businesses, drawing a comparison with Singapore and Hong Kong. The comparison expressed the Chief Minister’s ambition for the financial centre, rather than an investment commitment by BlackRock. [1]
According to the Chief Minister’s Office, Goldstein also discussed BlackRock’s joint venture with Jio Financial Services and its permissions in GIFT City. Sid Swaminathan, managing director and chief executive of Jio BlackRock Management Company, and Vikrant Pandey, additional principal secretary to the Chief Minister, attended the meeting. [1]
The discussion connected Gujarat’s effort to attract international financial businesses with the joint venture’s plans to offer access to Indian and overseas markets. Swaminathan explained those plans separately to CNBC-TV18, distinguishing regulatory approval to establish an entity from the preparations needed before operations could begin. [1][2]
Licences and preparations for GIFT City operations
The Chief Minister’s Office said Goldstein briefed Patel on the joint venture’s FME Retail, broker and investment adviser licences from the International Financial Services Centres Authority, or IFSCA. These concern fund management, broking and investment advisory activities in the financial centre. [1]
CNBC-TV18 reported that Jio BlackRock Mutual Fund, a 50:50 joint venture between Jio Financial Services and BlackRock, had received final IFSCA approval to establish its GIFT City entity. Swaminathan told the publication that the business intended to give Indian investors international exposure while offering overseas investors access to Indian markets. [2]
Swaminathan said operational preparations and fund approvals still had to be completed. At the time of the interview, he put the start of operations within a horizon of a few months, explaining that the fund house had checks to finish and needed to make its operations ready. [2]
His account distinguished permission to establish the entity from readiness to launch its funds. CNBC-TV18 also reported that the fund house had received in-principle approval from the Securities and Exchange Board of India for its GIFT City operations. [2]
In the same interview, Swaminathan outlined a separate product priority: exchange-traded funds focused on gold and silver. He told CNBC-TV18 that commodity exposure was missing from the fund house’s range and that these would be the first ETFs it would look to launch. [2]
IFSCA describes itself as the unified authority responsible for developing and regulating financial products, services and institutions in India’s international financial services centres. Headquartered at GIFT City in Gandhinagar, it was established on 27 April 2020 under the International Financial Services Centres Authority Act, 2019. [3]
Before IFSCA’s establishment, business in these centres was regulated by the respective domestic authorities for banking, securities, pensions and insurance. IFSCA says the unified framework was designed to improve coordination across financial activities and make doing business in the centres easier. [3]
The authority describes its wider objective as building international financial connections while serving the needs of the Indian economy and providing a financial platform for the region and the global economy. [3]
That regulatory role is separate from the state government’s offer of support. Patel’s assurance concerned facilitating BlackRock’s service expansion; the licences discussed by Goldstein came from IFSCA, according to the Chief Minister’s Office. [1][3]
Investment management and financial technology
Goldstein outlined BlackRock’s investment management and financial technology businesses during the meeting, according to the Chief Minister’s Office. He said the company managed more than USD 15.3 trillion in assets across over 40 countries and served institutional investors, governments, companies and individual investors. [1]
The office’s account highlighted iShares exchange-traded funds, or ETFs, through which investors can obtain exposure to equity, fixed-income, commodity and multi-asset markets. It also described BlackRock’s Aladdin platform as providing technology and data-based tools for portfolio management, risk management, trading and investment analysis. [1]
Patel presented GIFT City as a financial and technology gateway, pointing to the presence of banking assets, fund commitments and international financial institutions. The Chief Minister’s Office attributed that development vision to Prime Minister Narendra Modi. [1]
Follow-up to Gujarat’s overseas outreach
The Chief Minister’s Office linked the Goldstein meeting to an invitation Patel had extended during a US visit promoting Vibrant Summit 2027. Patel had met Samara Cohen, BlackRock’s global head of market development, and invited the company to establish operations in GIFT City. [1]
DD News, in a report published on 27 August 2026, described Patel’s US and Canada outreach as covering financial services alongside semiconductors, artificial intelligence, data centres and manufacturing. It reported that he held meetings with global companies and promoted investment opportunities connected with GIFT City. [4]
According to DD News, Patel’s US itinerary included San Francisco, Washington DC and New York. The report named Micron, Google, Applied Materials, Zscaler, Walmart and Perplexity among the companies whose representatives he met during the visit. [4]
At the 13 October meeting, Patel also invited BlackRock to participate in Vibrant Summit 2027, according to the Chief Minister’s Office. [1]
