HSCC (India) Limited has invited bids for construction of the proposed All India Institute of Medical Sciences (AIIMS) in Darbhanga at a tender value of Rs 1,549.25 crore, Patna Press reported. The report places the project at Shobhan in Bihar’s Darbhanga district and gives 27 November 2026 as the deadline for online bid submissions.

The package includes hospital buildings, an academic block, residential accommodation and supporting infrastructure, according to Patna Press. Both Patna Press and Hindustan reported a construction period of 30 months under the engineering, procurement and construction (EPC) model.

The development is an invitation for construction bids, not an announcement that a contractor has been appointed or that medical services are ready to begin. Patna Press reported that selection of the construction agency and commencement of work would follow the tender process.

Hospital, teaching and housing facilities covered

Patna Press described the tender as covering the main infrastructure required for the proposed medical institute. Hindustan’s account also listed hospital buildings and an academic block, specifying that the residential facilities would accommodate doctors and healthcare workers.

The reported scope therefore extends beyond a hospital building to teaching facilities and staff housing. Neither publication provides a detailed breakdown of how the tender value is divided between these components or identifies every item included under supporting infrastructure.

Under the EPC model, a contractor undertakes engineering, procurement and construction responsibilities according to the project’s specified requirements, Patna Press explained. In plain terms, those responsibilities bring together the engineering work, the procurement of what is required and the construction itself.

That description explains how the work is organised; it does not establish every contractual obligation. The reports do not set out the detailed technical specifications, payment arrangements or conditions governing changes to the work.

The Rs 1,549.25 crore figure is the reported tender value. Neither account identifies it as a winning bid or an amount already spent. It also cannot be treated, on the basis of these reports, as a complete statement of the institute’s eventual construction and operating expenditure.

Bid deadline is separate from the construction schedule

Patna Press reported that interested agencies could submit their bids online until 27 November 2026. Its account refers to tender notice details reported on 30 October, but does not establish the tender’s precise issue date.

The bid deadline concerns submission of offers by prospective contractors. It is separate from the construction period and does not itself identify when work will begin.

The two publications agree on the 30-month duration but do not establish a calendar completion date. Patna Press linked implementation to completion of bidding, selection of the construction agency and commencement of work. The period should therefore not be read as a countdown beginning with publication of the news reports.

Neither account names a selected contractor or provides a date for a contract award. The available reporting also does not specify the contractual event from which the construction period will formally be measured.

Reports differ on campus acreage

The publications give different figures for the proposed campus area. Patna Press reported approximately 182 acres at Shobhan, while Hindustan described the institute as occupying approximately 187 acres.

Neither account explains the difference or establishes whether the figures refer to different site boundaries or components. The acreage remains unresolved in those accounts, even though they agree on the tender value, construction model and duration.

The distinction matters when describing the physical scope of the project: the two figures cannot be presented interchangeably as a single settled measurement.

MP welcomes tender and outlines expected benefits

Hindustan reported that BJP Rajya Sabha member Dr Dharmshila Gupta welcomed the tender and thanked Prime Minister Narendra Modi, Union Health Minister J P Nadda and Bihar Chief Minister Samrat Choudhary.

Gupta described AIIMS Darbhanga as a project connected to healthcare, medical education and regional development in Mithila and north Bihar, according to Hindustan. She said the Centre was taking financial and administrative steps to advance it.

According to Hindustan, Gupta said the institute would help people in Darbhanga, Madhubani, Samastipur, Sitamarhi, Supaul, Saharsa and Purnia obtain specialist medical facilities. She also said it would reduce the need to travel to Patna, Delhi and other large cities for treatment of serious illnesses.

These are her expectations for an operational institute, rather than findings about services delivered by the construction project. Hindustan also reported her expectation that the institute would create opportunities in medical education, research and employment.

Patna Press described a potentially wider reach, including patients from neighbouring areas and parts of Nepal. Its report also discussed possible employment across healthcare, administration, technical services and support functions, but supplied no numerical estimate of jobs or patients.

For patient care, Patna Press identified requirements beyond the buildings: medical services would need to be established and doctors, nurses and other healthcare professionals made available. Neither report gives a date for the start of treatment or teaching at the proposed institute.
